When Vice Minister of the Soviet Union Kuznetsov received me on the 3rd, he expressed the hope that our delegation at Geneva would make better efforts to carry out additional propaganda work and coordinate diplomatic
activities for the purpose of expanding the influence of New China. Such work could include showing movies, organizing speeches, small-size exhibitions, and cultural performances. The Premier instructs that you should immediately consider work on this.
