In view of the new situation in Afghanistan after signing of the Geneva Agreements, Politburo of the Bulgarian Communist Party Central Committee finds it necessary to widen the political, economic and moral support to the Republic of Afghanistan. Therefore Politburo:

1.Suggests that the Council of Ministers adopt a comprehensive plan for furthering the economic, scientific and technological cooperation, and for training of cadres for the Republic of Afghanistan, including for their private sector.

2.Does not object to the Council of Ministers' offer of two million leva in aid in terms of clothing, shoes, tents, blankets, medicines, and food for the returning refugees.

3.Offers that the National Council of the Fatherland Front, The Central Council of the Bulgarian Trade Unions, the Central Committee of the Dimitrov Communist Youth Union and the Committee of the Movement of Bulgarian Women organize a campaign for collecting clothes and other means to help the returning refugees.

4.Offers People's Democratic Party of Afghanistan Central Committee a loan of up to one million leva and 100,000 valutni leva for a small enterprise.

The Ministry of Foreign Economic Relations will be in charge of implementation of this aid package.
