Federal Chancellor Brandt's letter to McCloy on Disarmament Issues of the Cold War explains the German view of the West and their strategies for reducing the tension in the Cold War. Brandt talks about intercontinental missiles and a peaceful debate and a step-by-step improvement of the situation in Europe.
