SUMMARY RECORD

of the discussions of CSSR MVD and KGB

delegations

On 29-30 June 1965 discussions were held in Prague between CSSR MVD and KGB delegations about the results and further development of cooperation between the security organs of the CSSR and USSR. [The following] took part in the discussions:

During the discussions their participants examined the results of the performance of agent operational measures coordinated in October 1963 and noted that the cooperation between the CSSR MVD and KGB is developing successfully in the interests of the security of both countries based on the unshakeable principles of Marxism-Leninism and socialist internationalism.

Definite positive results have been achieved in the course of carrying out the 19 June 1962 Agreement in the main areas of intelligence and counterintelligence work, and expanded forms of mutual aid and cooperation on questions of mutual interest.

Attaching great importance to cooperation between the CSSR MVD and KGB the participants of the discussions agreed on the need for a further expansion and deepening of the following forms of cooperation between the CSSR MVD and KGB:

1. An exchange of foreign policy, operational, and scientific and technical information in accordance with the interests of the security of both countries and the capabilities of their intelligence and counterintelligence work.

2. The coordination of agent operational activities against the intelligence and counterintelligence organs and centers of ideological sabotage of the main enemy and their activity which is carried out to damage the interests of the CSSR, USSR, and the other countries of the socialist camp.

3. The coordination and, in necessary cases, the implementation of joint active political and agent operational measures against NATO, the imperialist countries, and their special services.

4. The exchange of experience of work in the main areas of activity of our intelligence services about specific cases and developments.

5. The exchange of experience of work and rendering of mutual assistance in matters of our special services, military counterintelligence, border security, and mobilization work in the security organs of the CSSR and USSR.

6. The coordination and cooperation on questions of the production and introduction of operational technology into agent operational work in accordance with the existing agreement between the operational technical services of the CSSR MVD and USSR KGB.

7. The extension of mutual aid on individual questions in the residencies of our countries in capitalist countries according to established practice.

In order to perform the obligations which have been assumed the competent directorates develop specific plans which will be approved respectively by the CSSR Ministry of Internal Affairs and the Chairman of the USSR Committee for State Security.

The participants of the discussions have approved the exchange of opinion which has occurred between the representatives of the intelligence services and the counterintelligence security organs of our countries and have agreed upon specific measures when so doing.

Agreement has also been reached that mutual consultations on various questions of the activity of the CSSR and USSR security organs will be continued in the future. Working contacts in individual lines of work will also be continued for a detailed discussion of the operational situation, an exchange of work experience, and the coordination of joint agent operational measures.

The delegations arranged for a meeting of their representatives in Moscow in 1967 to summarize the results of the cooperation and to discuss measures to further develop it.
