Stop all work on deployment of R-12 and R-14—you are aggravating the United Nations. Camouflage everything carefully, work only at night.

[1] Trostnik, which means "reed" in Russian, was a code name for Soviet Defense Minister Marshal Rodion Y. Malinovsky.
[2] "Pavlov" was used as a code name for General Issa A. Pliyev, commander of Soviet forces in Cuba.
Malinovsky demands that Soviet Forces in Cuba stop deployment of R-12 and R-14 missiles to prevent aggravation of the United Nations.
