The Actual Situation of Seditious Material against China in Soviet Newspapers and Journals

[To the] Ministry of Foreign Affairs:

The cable dated 27 September [1962] has been received.

[We] have contacted the Propaganda Department of the [Xinjiang Uyghur] Autonomous Region on issue of the actual situation of the seditious materials against us in newspapers in Soviet Kazakhstan. According to the Propaganda Department, in recent months, the Soviet Kazakhstan newspaper Banner of Communism (Uyghur edition) has indeed published some seditious materials against us. The Propaganda Department of the Autonomous Region Party Committee has organized for translators and the collection of these types of materials.

"The Situation of the Anti-Revisionist Struggle in Xinjiang in Recent Months," which was reported to the Northwest Bureau and the Central Committee by the Autonomous Region Party Committee on 21 September, included a paragraph on the "Certain Materials about Xinjiang Carried in Soviet Newspapers (Issue I)" assembled by the Propaganda Department of the Autonomous Region Committee. The original title of the document was "Uyghur Culture, Past and Present," and the author is a history candidate at the academy named M Kai-bi-lu-fu [sic]. This paper continuously published in the 14th, 16th, 18th, 21st, and 23rd of February issues of the Soviet Kazakhstan newspaper Banner of Communism (Uyghur edition).

We are now enclosing "Certain Materials about Xinjiang Carried in Soviet Newspapers (Issue I)" and the May [compilation] of the 14th, 16th, 18th, 21st, and 23rd of February issues of the Soviet Kazakhstan newspaper Banner of Communism (Uyghur edition) compiled by the Propaganda  Department. Please check that they have been received.

We have already come to terms with the Propaganda Department that all future collection of these types of materials will [illegible] to the Ministry of Foreign Affairs. If [illegible] sees the originals, then that will be communicated to us.
