The [CCP] Central Committee’s instructions are to vigorously struggle for Ne Win and to support him economically.

“The Burmese government currently faces severe economic difficulties. Industry has submitted to paralysis, so the supply of essential goods is increasingly scarce. Rice, peanut oil and other goods are not just in limited supply, but are occasionally taken off the market. The supply of grain has also severely decreased. Hence the people of Burma’s general discontent.

“As for importing from Burma, we will follow in accordance with the strategy of vigorous support and purchase as much as possible. All products that Burma intends to market to us, if they are useful to us and the price is fair, should be actively bought up.”
