To the Ministry of Foreign Affairs:

The cable dated 23 October [1965] was received. Following discussions with the [North] Korean side, the Korean side states that:

(1) According to the requests of the [North] Vietnamese side, additional engineering and construction equipment, tools, and other supplies, totaling 28 train cars, ought to be delivered this year. Of these, 13 train cars have already reached Sinuiju and can cross the border [into China] today.

(2) The 46 cars which were shipped earlier have already arrived in [North] Vietnam.

(3) There will still be a lot of material aid for [North] Vietnam next year. The mode of transportation (land or sea) will be arranged according to the views of the Vietnamese side.
