(1) 赛福鼎,即赛福鼎·艾则孜,当时任全闺人大常委会副委员长、中共新疆维吾尔自治区委书记处书记、新疆维吾尔自治区人民委员会主席,在北京工作。

 

(2) 这个批语写在周恩来送阅、统战部转报的赛福鼎对解决北疆群众外逃问题的意见上。赛福鼎在“意见”中说,同意新疆维吾尔自治区党委对塔城等地部分群众外逃事件原因的分析相处理的意见,提出必要时让他回新疆工作,对处理这个问题是会有帮助的。毛泽东批示后,中央即决定赛福鼎回新疆工作.

Please decide whether it is appropriate for Sai Fuding [Säypiddin Äzizi] to return [to Xinjiang] for work.

[1] Sai Fuding [Säypiddin], or Sai Fuding Aizezi [Säypiddin Äzizi], was then Vice Chairman of the Standing Committee of the National People’s Congress, Secretary of the CCP Xinjiang Uyghur Autonomous Region Committee Secretariat, and Chairman of the Xinjiang Uyghur Autonomous Region People’s Committee. He was in Beijing for work.

 

[2] These comments were written on the suggestions of Sai Fuding on resolving the mass border crossing problem in northern Xinjiang, which had been forwarded by the United Front Department and read by Zhou Enlai. In his “opinions,” Sai Fuding was in agreement with the analysis and handling of the causes of the mass flight from Tacheng and other areas by the Party Committee of the Xinjiang Uyghur Autonomous Region. It put forth that it would be helpful in resolving this problem if he were to return to Xinjiang for work. After Mao Zedong’s approval, the Central Committee decided for Sai Fuding to return to Xinjiang for work.

 

Mao instructs Zhou to determine whether long-time Uyghur official, Saypiddin Azizi, can return to Xinjiang in the wake of the Yi-Ta Incident.
