Về việc Bộ Chính trị và Quân ủy Trung ương khẳng định thời cơ chiến lược đã đến, tập trung lực lượng vào hướng chủ yếu, hoạt động táo bạo, bất ngờ và mở một số mặt trận ở miền Trung[1]
1. Bộ Chính trị và Quân uỷ Trung ương hôm nay 25-3 đã họp để đánh giá tình hình, nhận định rằng, trên thực tế với chiến dịch B3 đại thắng, cuộc tổng tiến công chiến lược của ta đã bắt đầu, những thắng lợi dồn dập của ta từ đó đến nay đã đánh dấu một bước ngoặt trên cục diện quân sự và chính trị ở miền Nam. Cuộc chiến tranh cách mạng miền Nam đã bước vào giai đoạn phát triển nhảy vọt.
Sắp tới, trong khi thực hiện cuộc rút lui chiến lược quy mô lớn, hòng tập trung lực lượng về vùng Sài Gòn và một phần Đồng bằng sông cửu Long, địch sẽ gặp những thất bại mớii, lực lượng càng bị tổn thất nặng, tinh thần càng suy sụp, Mỹ cũng bất lực rõ rệt. Tình hình ở trọng điểm sẽ có những sự phát triển mới, nhanh hơn dự kiến trước đây của ta nhiều, nhất là trong trường hợp ta tiêu diệt được sinh lực lớn của chúng ở Huế và Đà Nẵng, đồng thời giành được thắng lợi mới ở miền Đông và Đồng bằng sông Cửu Long.
2. Trước tình hình đó, Bộ Chính trị và Quân uỷ Trung ương một lần nữa khẳng định thời cơ chiến lược lớn đã đến, ta cần tranh thủ thời gian cao độ nhanh chóng tập trung lực lượng vào phương hướng chủ yếu, hành động táo bạo và bất ngờ, làm cho địch không dự kiến được và không kịp trở tay, hoàn thành nhiệm vụ ở trọng điểm càng sớm càng tốt (dự kiến có thể giành thắng lợi sớm hơn rất nhiều so với kế hoạch trước, triệt để lợi dụng mấy tháng thời tiết còn tốt; kéo dài không có lợi).
3. Nhận được Điện số 32 của anh và tiếp đó Điện số 40 của anh Hoàng[2], Bộ Chính trị và Quân uỷ Trung ương thấy rằng trong tình hình mới, nếu triển khai hoạt động theo kế hoạch đó, do đường sá quá xa, hậu cần khó khăn chắc chắn phải mất một thòi gian tương đối dài, khi tập trung lại sẽ chậm. Vì vậy quyết định:
a) Anh ra lệnh nhanh chóng tập trung 3F chủ lực, các đơn vị binh khí kỹ thuật chủ yếu về địa bàn Buôn Ma Thuột, nhanh chóng chấn chỉnh, sẵn sàng cơ động về hướng trọng điểm. Trong khi đó chỉ thị triển khai ngay công tác chuẩn bị mọi mặt, nhất là bảo đảm hậu cần, kỹ thuật về hướng đó. Anh Sáu vào sẽ cùng anh và các anh ở B2 ra bàn kế hoạch, để xác định kế hoạch cụ thể, thời gian hành động.
b) Ở hướng đường 19 thì tăng cường E95a, có thể cả F968, tiêu diệt địch, giải phóng Bình Định, sau đó tiến xuống phía Phú Yên, Khánh Hoà, Nha Trang, Cam Ranh.
Hướng đường 7 chỉ nên dùng lực lượng địa phương, cần thì dùng thêm E95b phát triển xuống Tuy Hoà.
Hướng đường 21 chỉ nên dùng E25 được tăng cường môt bộ phận cần thiết binh khí kỹ thuật, phát triển về phía đông tuỳ theo khả năng. Có thời cơ thuận lợi mới phát triển xuống Nha Trang, Cam Ranh.
4. Thông báo để anh rõ: Bộ Chính trị và Quân uỷ Trung ương đã quyết định mở Mặt trận Đà Nẵng, thành lập Măt trận Quảng Đà do anh Ba Long làm Tư lệnh, anh Hai Mạnh làm Chính uỷ. Hiện đang gấp rút điều động lực lượng; vài hôm nữa anh Ba Long lên đường.
Ở B3 chính thức thành lập Quân đoàn 3 do Vũ Lăng làm Tư lệnh, anh Hiệp[3] làm Chính uỷ. Anh Hoàng trở về Khu V chỉ huy tất cả các lực lượng phía nam quân khu từ Bình Định trở vào.
Thành lập Khu uỷ và Quân khu Tây Nguyên trực thuộc Trung ương, vấn đề này anh Sáu vào còn bàn thêm với anh Năm Công.
Đã thành lập Hội đồng Chi viện Miền do anh Tô[4] làm Chủ tịch.
5. Anh bàn với anh Đinh[5], anh Hoàng, anh Lâm để thực hiện quyết tâm lớn của Bộ Chính trị. Cần tuyệt đối giữ bí mật về quyết tâm chiến lược lớn của Bộ Chính trị, nhất là về thời gian. Anh Sáu vào sẽ phổ biến đầy đủ nhận định tình hình và quyết tâm của Bộ Chính trị.
Chúc anh và các anh khoẻ và thắng to. Chúc anh Đinh chóng hồi phục.

1. On 25 March the Politburo and the Central Military Party Committee met to assess the situation. They concluded that, in practical terms the B3 Campaign [Central Highlands Campaign] has won a great victory, that our general strategic offensive has begun, and that the series of resounding victories we have won since then have marked a turning point in the nature of the political and military situation in South Vietnam. The revolutionary war in South Vietnam has entered into a period of advancing by leaps and bounds.
In the near future, as he carries out his large-scale strategic withdrawal aimed as pulling forces back and concentrating them in the Saigon area and a portion of the Mekong Delta, the enemy will suffer new defeats, his forces will suffer even heavier losses, and his morale will sink even lower. America’s impotence is also now very clear. There will be new developments and progress in the focal point area, and things will move much more rapidly than we had previously anticipated, especially in the event that we are able to annihilate large numbers of enemy forces at Hue and Danang and at the same time we win new victories in Eastern Cochin China and the Mekong Delta.
2. In light of this situation, the Politburo and the Central Military Party Committee once again affirmed that a great strategic opportunity has arrived and that we must strive to move with great speed to quickly mass our forces in the primary sector and to act boldly and with surprise in order to prevent the enemy from anticipating our actions and being able to react so that we can successfully complete our mission in the focal point target area as quickly as possible (we project that we may be able to secure victory much sooner than was anticipated in the previously-approved plan, and we must take maximum advantage of the months while the weather is still good [before the rains begin]. Delay would not be beneficial to our side).
3. After receiving your Cable Number 32 and then Brother Hoang’s (Hoang = Hoang Minh Thao) Cable Number 40, the Politburo and the Central Military Party Committee believe that in this new situation, if you carry out the operations contained in your plan it will take you a relatively long period of time to complete these operation, because the roads are very bad and there are logistics and supply problems. That would mean that you would not be able to re-concentrate your forces until it was too late. Therefore, we have decided:
a) You are to issue an order to quickly mass three main force divisions and your main technical and heavy weapons support units in Ban Me Thuot where they will quickly regroup and realign to be ready to move down to the focal point sector. While that is being done, you are to direct that immediate comprehensive preparations, especially rear services [logistics] and technical preparations, be carried out in that sector. When Brother Sau [Le Duc Tho] arrives he will join you and our brothers from B2 [COSVN], who will come up to your location, in a discussion the plan in order to determine a concrete, detailed plan and to determine the timing of our operation.
b) In the Route 19 sector, send in E95a [Regiment 95A], and perhaps also F968 [968th Division] down to annihilate the enemy, liberate Binh Dinh, and then advance south into Phu Yen, Khanh Hoa, Nha Trang, and Cam Ranh.
In the Route 7 Sector you should only use local forces, or if necessary you could also send E95b [Regiment 95B] to advance our attacks down to Tuy Hoa.
In the Route 21 Sector, use only E25 [25th Regiment] reinforced with the required amount of heavy technical units. Order this force to advance to the east as far its capabilities permit. Only if a favorable opportunity presents itself should this force advance all the way down to Nha Trang and Cam Ranh.
4. For your information, the Politburo and the Central Military Party Committee have decided to open up the Danang Front [the attack on Danang]. The Quang Da Front has been formed, with Brother Ba Long [Le Trong Tan] as Front Commander and Brother Hai Manh [Chu Huy Man] as Front Political Commissar. We are now quickly sending down forces, and Brother Ba Long [Le Trong Tan] will leave here for the front in the next few days.
In B3 the decision has been made to officially form 3rd Corps, with Vu Lang serving as the Corps Commander and Hiep [Dang Vu Hiep] serving as Corps Political Commissar. Brother Hoang [Hoang Minh Thao] will return to Region 5 to command all forces in the southern portion of the Military Region, from Binh Dinh southward.
We are also forming the Central Highlands Military Region and the Central Highlands Region Party Committee, directly subordinate to the Center [Hanoi, the Central Committee]. Brother Sau [Le Duc Tho] will discuss this issue further with Brother Nam Cong [Vo Chi Cong].
We have already formed a South Vietnam Support Council [Hoi Dong Chi Vien Mien], and Brother To [Pham Van Dong] has been named as the Chairman of this council.
5. I want you to hold discussions with Brothers Dinh [Dinh Duc Thien], Hoang [Hoang Minh Thao], and Lam about how to implement this major Politburo decision. You must keep the Politburo’s major strategic resolve absolutely secret, particularly with regard to the timing.
Brother Sau [Le Duc Tho] will give you a full briefing on our assessment of the situation and on the Politburo’s decision when he gets there to see you.
I wish you and everyone else good health and great victories. Tell Dinh [Dinh Duc Thien] that I wish him a speedy recovery.
