RECORD OF A CONVERSATION

with Fidel CASTRO RUZ Prime Minister

of the Republic of Cuba

 

17 February 1963

 

I met with Fidel Castro and informed him that the Soviet government agrees with his ideas expressed in yesterday’s conversation about bringing the withdrawal of a unit of the Soviet military specialists, which has begun, to the attention of the US government through diplomatic channels.

 

Castro was very pleased with the rapid and positive reply to his request and declared how happy it was to hear that the Soviet leaders quickly understand us and respect our interests. In the connection Castro asked what category of specialists will be withdrawn first and how many will remain in Cuba.

 

I replied that all these problems will probably be decided during the upcoming talks between our military people, but right now people are leaving who have served out their terms and are not directly connected with the equipment.

Raul Castro reports that Fidel read one of Khrushchev's letters at an ORO meeting and approved of an article detailing Soviet withdrawal. As well, Raul requests that Alekseyev speak in favor of his trip to the USSR when meeting with Fidel.
