Soviet-Korean Pang Hak-se (방학세) was dispatched to North Korea with the Soviet 25th Army in 1946 to serve in its Civil Administration. He was assigned to serve as the Deputy Commander who oversaw both Departments of Political and Public Security (정치 안전부, 사회 안전부). As the Soviets withdrew in 1948, Pang was transferred to the DPRK Ministry of Interior to serve as the Deputy Minister and later as Minister until 1958. Afterwards, he was reassigned to a post within the DPRK’s highest court (최고재판소), where he remained until his retirement in 1965.
