From the conversation with First Secretary Deputy Head of the International Department of the CC CPSU, Oleg Rakhamnin:

3. There are no changes in China's anti-Soviet propaganda. In the latest period, they have intensified the anti-Soviet propaganda in the media. For now, the USSR is restraining itself from reacting to this anti-Soviet campaign. However, they are increasingly contemplating the need to react accordingly, because it is difficult to maintain the state of affairs for a longer period of time. At the same time, they are making a note of the PRC's activities toward other socialist countries. [The Chinese] are making attempts to enter into a dialogue with individual socialist countries at various levels through the so-called “caressing” [glaskanie]. This is an old tactic to seek ways [to bring about] a split; in other words, [the Chinese are saying] “everyone is good, but only the USSR is the enemy.”
