Comrade Abrasimov:

 

It is my honor to inform you that since our government is currently considering and formulating the second five-year economic development plan, how to arrange the next step in the industrial plan after the production of enriched uranium and plutonium must be considered in the context of the second five-year plan. Thus, it may be necessary to make some revisions in the “Agreement on the Provision of Technical Assistance from the Union of Soviet Socialist Republics to the People’s Republic of China in Establishing an Atomic Energy Industry” that was concluded and signed on August 17, 1956 in Moscow. We hope to consult on this issue at an appropriate time. Before the original agreement is revised, please hold off on the handover of equipment. Please convey this to your esteemed government for appropriate handling.
