Cable from the Chinese Foreign Ministry, 'Please Postpone the Ambassadorial-level Talks to the Afternoon on the 1st of August'

Please try your best to postpone the first meeting of the Sino-American talks to after 4:00 p.m. on the 1st of August so that we can have sufficient time to send to you the negotiation instructions and the text of the speech.
