Sofia, 2 September 1962 Comrade Minister, I have the honor to send Your Excellency a copy of a recently received declaration, prepared by the Prime Minister of my country, Commandante Fidel Castro, with regard to recent libels and threats against Cuba by the US government. The content of this declaration absolves me from the need to provide a detailed description and comments, which are not necessary for Your Excellency, since you are aware of the maneuvers of the aggressive North American imperialists.
