I made protocol visits to GDR Ambassador Richard Fischer and PRC Ambassador Qiao Xiaoguang.

 

I received Vietnamese Chargé Ha Giang [sic] on a protocol visit.

 

During the visit to Qiao Xiaoguang I informed him of Cde. Kim Il Sung's report that they would finish drawing up the five-year plan for the development of the economy for 1957-1961 in May or June, and that they would pass a draft of the plan to the Chinese friends in order to get comments and to coordinate mutual obligations.

 

Qiao Xiaoguang made the following comment in response to this report.

 

Considering certain difficulties the PRC will hardly be able to give additional aid to the DPRK in the development of the economy.

 

I explained that Cde. Kim Il Sung did not suggest specific issues of any additional aid in his report but reported to which of the friends of the socialist camp they are thinking of sending the draft of the DPRK five-year plan for comment and coordination.

Today I visited Cdes. Choe Yong-geon [Choe Yong Gon], Pak Jeong-ae [Pak Jong Ae], and Ri Dong-geon (Deputy Minister of Foreign Affairs).

 

In the conversation which took place Cde. Choe Yong-geon said that recently, the South Koreans had begun to exhibit more activity in their subversive work against the DPRK, especially in connection with the Hungarian events: they are infiltrating spies and saboteurs and dropping more leaflets. Therefore we have to increase our vigilance and guard the borders more carefully.

 

At the end of the meeting Choe Yong-geon expressed a desire for more frequent meetings, with which I eagerly agreed.

 

Pak Jeong-ae reported that a republic-wide conference of women will be held in Pyongyang on 11 and 12 April of this year with the number of participants being as high as 1200. Her report on ideological issues will be heard at the conference.

Puzanov notes his protocol visits to other foreign representatives in North Korea. He relays his understanding of the DPRK's five-year plan to the Ambassador of China, Qiao Xiaoguang. Later, Puzanov summarizes Pak Jeong-ae's explanation of the need for increased vigilance against South Korea as well as news of an upcoming conference of women.
