By previous agreement I went fishing with PRC Ambassador Qiao Xiaoguang.

During the conversation which took place Qiao reported that there had been an exchange of opinions between the Soviet and PRC governments about recommendations to the DPRK government to protest American violations of the armistice conditions and the intention to deliver new weapons to South Korea, including thermonuclear. The PRC government had charged him with meeting with Nam Il and passing on these recommendations. Qiao added that right now what substance is put in this protest and the time of is publication are important. He said that he has a scheduled meeting with Nam Il tomorrow.

I thanked the Ambassador for the information, expressed my opinion about the importance of publishing the protest, and agreed with the Ambassador's opinion about the need for a serious approach to the content of the DPRK MFA statement…
