…I participated in a meeting at the airport of the unofficial delegation headed by Kim Il returning from the USSR. The delegation consulted for a month and a half about the draft of the first DPRK five-year plan. The delegation was met by all KWP CC Presidium members except Kim Il Sung and Kim Du-bong, and many senior officials. The delegation from the USSR was transported on a special IL-14 aircraft. Counselor Makarov (GUEhS) and Gosplan Adviser Lukovnikov returned with it.

 

In a conversation with Pak Jeong-ae [Pak Jong Ae] and Kim Chang-man I expressed the opinion that the program of the visit to the country by Soviet journalists suggested by DPRK MFA officials is like an excursion and survey. But in the interests of the matter they ought to become familiar in detail with the life, work, and training of workers, members of agricultural cooperatives, and intellectuals, and to spend a long time at certain enterprises, agricultural cooperatives, and educational institutions; have more meetings and conversations with different categories of the population. Then [they] can better understand the processes in the government and social life of the country.

 

Pak Jeong-ae and Kim Chang-man agreed with the suggestions and said that they will do everything necessary in this direction.

 

I informed them that greetings had been sent in connection with the 15 August celebration from: the USSR Supreme Soviet Presidium, the USSR Council of Ministers, and the CPSUCC, and a greetings from the Minister of Foreign Affairs. I asked that the receipt be tracked.

 

Kim Chang-man thanked [me] for the information and said that everything will be done so that the greetings of the Soviet friends, the liberators of the Korean people, are published in the press on 15 August (they were published on 15 August)…

Puzanov participates in the meeting to welcome the unofficial North Korean economic delegation's return from the USSR. In his conversation with Pak Jeong-ae and Kim Chang-man, Puzanov suggests that Soviet journalists visit many different sectors of DPRK society to provide a more thorough understanding of North Korea.
