I visited Minister of Internal Affairs Pang Hak-se together with members of the delegation to conclude an agreement to settle border issues. We examined the visit program in the DPRK of the Soviet delegation together with him and delegation members from the Korean side. After the visit members of the delegation went to Kaesong together with Embassy First Secretary B. K. Pimenov.

In the evening I was present at a festive meeting at the Moranbong Theater devoted to the 8th anniversary of the proclamation of the People's Republic of China. Hyeon Chil-jong, Deputy Chairman of the Supreme People's Assembly, gave a speech. Chinese Ambassador Qiao Xiaoguang made a short speech. [The following] KWP CC Presidium members and candidate members were present at the festive meeting: Choe Yong-geon [Choe Yong Gon], Jeong Il-yong, Nam Il, Kim Chang-man, Rim Hae, Kim Du-bong, and Pak Ui-wan.

 

After the festive meeting there were performances by artists of the Chinese and Korean circuses. The program was full, and the artists' performances were interesting and distinguished by great skill.

 

During the intermission I viewed a photo exhibit of the achievements of the PRC together with Pak Ui-wan. Pak Ui-wan reported that a meeting of the KWP CC Presidium was held today, 30 September. It was decided to convene a KWP CC Plenum on 17 October. It was decided to consider the issue of construction (Pak Geum-cheol [Pak Kum Chol] was confirmed as the speaker) at the Plenum, to convene a Party conference to examine the draft of the first five-year plan, and an organizational issue. Pak Ui-wan does not know what issues are intended for consideration in accordance with the last point of the agenda.

 

Pak Ui-wan then reported that Kim Du-bong spoke at the Presidium [meeting]; he insistently demanded that he be assigned some work and an end be put to the uncertainty and the situation which has been created around him. At this point, in Pak Ui-wan's words, Kim Du-bong declared that if necessary he would be self-critical at the CC Presidium [meeting]. It was decided that Kim Du-bong would speak at a Presidium meeting before the Plenum and the issue of work would be decided after his speech.

 

The composition of the Party-government delegation to Moscow to celebrate the 40th anniversary of Great October was approved at the Presidium:

 

1. Kim Il Sung - leader of the delegation

2. Kim Chang-man

3. Nam Il

4. Pak Mun-gyu - Minister of State Control

5. Ri Sang-jo - DPRK Ambassador in the USSR.

Puzanov visits the Minister of Internal Affairs to discuss the exchange of delegations. In the evening, he attends the celebration of the PRC's 8th anniversary. During an intermission between artistic performances, Pak Ui-wan informs Puzanov of the issues to be addressed at the KWP CC October Plenum.
