I visited Pak Jeong-ae (she remained behind as Chairman of the KWP CC) and presented her with a secret letter, "The CPSU CC to all Party organizations of enterprises, collective farms, institutions, Party organizations of the Soviet Army and Fleet, members and candidate members of the CPSU". The receipt and decipherment of the secret letter was finished on the night of 2-3 November and inasmuch as Kim Il Sung had flown to Moscow the secret letter was delivered to Deputy Chairman of the KWP CC, Pak Jeong-ae.

 

Pak Jeong-ae expressed gratitude for the delivery of the CPSU CC letter.

 

I informed Pak Jeong-ae that Pak In Ha [sic] and the chairmen of the agricultural cooperatives who had gone to Moscow as part of the delegation for the celebration of the 40th anniversary of October would be afforded an opportunity to familiarize themselves with the organization and systematic purchase of agricultural products in the Soviet Union.

 

I also reported that during the consideration of the Korean issue at the current UN General Assembly session the Soviet delegation will devote proper attention to exposing the violence committed by the American army against the population of South Korea. Information contained in Kim Il Sung's 9 October 1957 statement will be used.

 

In connection with agreement given by Kim Il Sung to the participation in a 7 November reception on the occasion of the 40th anniversary of Great October of chairmen of provincial Party and people's committees and also leaders of enterprises built and being built with the aid of the Soviet Union I asked Pak Jeong-ae to report to these leaders about this.

 

Pak Jeong-ae replied that this would be done.

 

Choe Yong-geon and Ri Dong-geon were present at the reception.
