[To] Comrade Xu Huang, Yili [Ili] Office, Department of Foreign Affairs of the Xinjiang Uyghur Autonomous Region:

 

Regarding the flight of ethnic minority residents from Xinjiang’s border areas to the Soviet Union, Vice Minister Zhang Hanfu submitted one memorandum to the Ambassador of the Soviet Union [Stepan Chervonenko] on the evening of 24 April and urged him to report [the memorandum] to the Government of the Soviet Union. The ambassador [Chervonenko] also submitted a memorandum to Comrade Zhang. Please see the attached Chinese memorandum and the ambassador’s memorandum [and] please forward them to the [Xinjiang Uyghur] Autonomous Region Party Committee. It seems that the Soviet Union is still attempting to make excuses [for the situation]. Please pay close attention to the activities of the Soviet Union, the situation of Chinese residents fleeing, and the responses of the Soviet Union and report to us if necessary.
