The counsellor of the [North] Korean Embassy Choe Yeong orally notified [us] that 28 May [1950] is the 50th birthday of Pak Heon-yeong [Pak Hon Yong], Foreign Minister of the Democratic People’s Republic of Korea and that a congratulatory message should be sent to Pak Heon-yeong in the name of the Minister of Foreign Affairs [Zhou Enlai]. Please give instructions on this matter.
