Several Questions Raised by Vice Premier Ri Ju-yeon to Deputy Minister Li Qiang prior to the Signing of the Protocol

 

At 6:00 p.m. on the 14th [of December 1965] in the guesthouse of the [North] Korean cabinet (Munsuri), present for the Korean side were: Deputy Minister of Trade Ryu Seong-ui, Secretary of the 3rd Department of the Ministry of Foreign Affairs Kim Myeong-su, Secretary of the 1st Department of the Ministry of Trade Choe Jeong-geun, the [North] Korean Commercial Counselor in China Kim Il-hyeop; present for the Chinese wide were: Ambassador Jiao Ruoyu, Vice Secretary of the 1st Department in the Ministry of Trade Ming Ke, the [Chinese] Commercial Counselor in [North] Korea Liu Xiaotao, and the translator Jin Jionghao [Kim Hyeong-ho]. Ri Ju-yeon said: The members of the [Korean Workers’] Party Political Committee as well as Premier Kim [Il Sung] have all read the “Draft on War Preparations Materials” brought by Comrade Li Qiang. We are all very thankful. Premier Kim instructed us, for war preparations [materials] to accept 500,000 tons of wheat and 300,000 tons of oil. It would be bad to accept 3,000,000 US dollars.

 

Li Qiang said: You must support the southern revolution [trans. note--that is, the revolution in South Korea]. Before I came [to Korea], Premier Zhou [Enlai] briefed me on this issue.

 

Ri Ju-yeon said: Because [the money] is not in nature related to war preparations, [we] cannot accept it gratis. If it is a loan, [we] will certainly repay it. Please convey this to Premier Zhou.

 

Li Qiang said: I will report immediately to Premier Zhou.
