On Kosygin’s Visit to North Korea

—Comrade Hao Deqing’s Report of 10 February [1965]

 

[To] The Foreign Ministry and the Central Committee:

 

This afternoon (the 10th [of February 1965]) at 4:00 p.m., I called upon Comrade Pak Geum-cheol [Pak Kum Chol]. I first orally transmitted the contents of the document before personally handing the document to Pak. Pak expressed his thanks for the important contents of this bulletin. [He] also said that he would immediately transmit it to the leadership. When I saw that Pak wasn’t saying anything, [I] asked whether, as [I] had heard, [Aleksey] Kosygin was going to come to [North] Korea. Pak said, “Not long ago, when [Leonid] Brezhnev met the [North] Korean Ambassador to the Soviet Union, he said that he hoped that the leaders of the two countries could meet. This time they again put forth a visit to [North] Korea. They want to come, and we expressed agreement.” [Pak] also said that “the visit has been confirmed, but the timing? Who would come? For how long? They said after they arrive in China they will notify [us]. But so far [they] have not notified [us].”
