    List of agreements between the two governments that state that the USSR will leave some of their navy forces in the port of Chongjin, and that the DPRK will provide the necessary housing and facilities for the troops. Troops will be excused from customs and those working for the troops can move across borders with documents decided by both the USSR and DPRK.

PROTOCOL

ARTICLE 1

The Government of the Union of Soviet Socialist Republics agrees to grant the request of the Government of the Democratic People's Republic of Korea and, due to the presence of US troops in South Korea, to temporarily leave its naval units in Chongjin port. Furthermore, the Government of the USSR shall bear all expenses related to the maintaining of the aforesaid naval units.

ARTICLE 2

The Government of the Democratic People's Republic of Korea shall make available to the Government of the Union of Soviet Socialist Republics necessary port equipment and facilities at Chongjin port to meet the requirements for stationing of the aforesaid units.  

ARTICLE 3

The Government of the Democratic People's Republic of Korea agrees to waive customs screenings and customs duties and fees for the cargoes shipped from the USSR for the purpose of supply and maintenance of the naval units at Chongjin port, as well as cargoes belonging to these units which shall be shipped to the USSR.

Soviet citizens who work as support personnel with the naval units, when traveling from the USSR to Korea and back from Korean to the USSR, shall cross the Korean border based on documents that shall be issued by appropriate Soviet bodies in the manner agreed upon by the Parties.

ПРОТОКОЛ

Статья 1

Правительство Союза Советских Социалистических Республик соглашается удовлетворить просьбу правительства Корейской Народно-Демократической Республики и временно, в виду наличия войск США в Южной Корее, оставить в порту Сейсин подразделения своих военно-морских сил, причем правительство СССР берет на себя все расходы, связанные с содержанием указанных военно-морских подразделений.

Статья 2

Правительство Корейской Народно-Демократической Республики обязуется предоставить в распоряжение правительства Союза Советских Социалистических Республик в порту Сейсин портовое оборудование и помещения, необходимые для обеспечения потребностей базирования указанных военно-морских подразделений.

Статья 3

Правительство Корейской Народно-Демократической Республики соглашается освобождать от таможенного досмотра, таможенных сборов и пошлин грузы, направляемые из СССР для хозяйственно-технического обслуживания военно-морских подразделений в порту Сейсин, а также принадлежащие этим подразделениям грузы, направляемые в СССР.

Советские граждане, обслуживающие подразделения военно-морских сил, будут переходить корейскую границу при следовании из СССР в Корею и из Кореи в СССР по документам, выдаваемым надлежащими советскими органами в порядке, согласованном между сторонами.
