Please allow me to express my deepest respect and gratitude for the invaluable assistance that you, Comrade Stalin, invariably extend to our people in their struggle for independence!

Being convinced of your desire to help the Korean people get rid of American imperialists, I am compelled to address you with a request to allow the use of 25-30 Soviet military advisors at the Front Headquarters of the Korean Army and in the Headquarters of two army groups, since the national military cadres have not yet sufficiently mastered the art of commanding modern troops.
