11 August 1960

At the instructions of the Ministry [Tsentr] I visited Kim Il Sung and informed him that unfortunately some pressing circumstances do not allow for an opportunity for Cde. N. S. Khrushchev to make the planned visit in the middle of September as had been arranged. It seems possible for Cde. N. S. Khrushchev to make this trip at the beginning of October if this is acceptable to the Korean friends.

Having heard this information Kim Il Sung said the following: "Very good. We are ready to receive Cde. N. S. Khrushchev at such a time as seems possible to him to make the trip to us in the DPRK. We agree with the stated time of Cde. N. S. Khrushchev's visit, the beginning of October 1960".

I told Kim Il Sung that they in Moscow agree for the report of the upcoming trip of Cde. N. S. Khrushchev to be published on the eve of the 15th anniversary of the liberation of Korea. This could be done tomorrow, 12 August, for example. I familiarized and passed him a sample text of a report for the press.

Kim Il Sung said that we agree with the publication of the report about the upcoming trip of Cde. N. S. Khrushchev on 12 August. There are no comments about the proposed text of the report.

I informed Kim Il Sung that the Soviet government agrees with your proposal about an early opening of the Soviet exhibition in Pyongyang on 14 August and has entrusted me with opening the exhibition. I asked Kim Il Sung what time would be most suitable to open the exhibition with whom could the opening procedure be coordinated.

Kim Il Sung replied that in his opinion the most suitable time is 1100. [I] ought to meet with Jeong Il-yong about the exhibition opening procedure.

Kim Il Sung reported that the KWP CC Presidium agrees to the timeframe named by the CPSU CC to begin the work of the Commission to work out the documents for the upcoming conference of representatives of Communist and worker's Parties of 29-30 September of this year. The personal composition of the KWP CC representative for work in the Commission will be named later.

I thanked Kim Il Sung for the information.

Minister Pak Seong-cheol, DPRK MFA interpreter Choe Won-sik, and Embassy Third Secretary D. A. Priyemsky were present at the meeting.
