I visited the [Kiyan] tractor plant together with Embassy Counsellor V. I. Pelishenko. During inspection of the plant director Kim [Ben Su] and Chief Engineer [Mun] Kwan [Khyok] said that the plant is coping with the task of providing 3,000 tractors this year. But more than 300 tractors have accumulated at the plant which have not been completed because of a lack of rubber. A long delay with the installation of equipment and commissioning of the newly-built 15,000 m2 plant building draw attention. According to the director's report the delay is occurring because of the late arrival of the necessary machine tools and equipment. When inspecting the plant we were also accompanied by Cde. Kim [Chan] Hwa, Chief of the Main Directorate of Precision Machinebuilding.

 

In the conversation which took place I expressed gratitude to the management and collective of the plant for the letter of welcome sent to Cde. N. S. Khrushchev in connection with his impending visit to the DPRK. I told about the reasons, as a consequence of which the visit of Cde. N. S. Khrushchev was postponed. The plant management expressed gratitude for the information.

 

At first we intended to visit the [Kansen] foundry and then the [Kiyan] tractor plant. The day before the Embassy was informed by the MFA that the management of the [Kansen] plant was ready to receive [us] and hold conversations with us and show the plant. However, Chief of the Main Directorate, Cde. Kim [Chan] Hwa, who met us on the road at the turnoff to the [Kansen] plant reported that Cde. Kim Il Sung had just passed by the plant and it would be advisable to be at the [Kiyan] [plant], and then return to the [Kansen] plant.

 

We told the Chief of the Main Directorate that we obviously would be delayed the entire day at the [Kiyan] tractor plant and would go to the [Kansen] plant another time.
