TO THE CPSU CENTRAL Committee

Iranian political émigré Hekmat has addressed a request to the CPSU CC to give him assistance in finding work in [his] field.

Hekmat, was born in 1917 and a member of the People's Party of Iran, is from an aristocratic family. He graduated from the literary department of Tehran University. Hekmat emigrated from Iran to the Soviet Union in 1946 and was sent to instructional work in the city of Stalinabad.

In 1947 he found work in the Moscow institute of Oriental Studies, but the organs of the former USSR Ministry of State Security did not grant him permission to live in Moscow. He was soon arrested and convicted.

In June 1954 Hekmat was released for lack of proof of the accusations. Hekmat spent a long time in treatment and rest at the sanatorium of the Executive Committee of the Red Cross and Red Crescent Society.

It does not seem possible to use Hekmat for work in [his] field in Moscow.

In reply to our request the CP CC of Tajikistan (Cde. Gulyamov) reported that Hekmat can be used in work in [his] specialty in Tashkent, where he will be given housing. Hekmat agreed with this offer.

We consider it necessary to hold the Executive Committee of the Red Cross and Red Crescent Society (Cde. Miterev) responsible for providing Hekmat with a railroad ticket to Tashkent and giving him a monetary allowance of 3500 rubles to obtain the necessary personal effects for living until he receives a salary.
