Beirut, Jun 17, 1949

Number 83/ From my contact at the Russian Legation, I have learned that the Commission assigned Khan Likov, Calodomina and Nicolai to investigate the following matters:

First – The reasons behind the Lebanese government’s crackdown on leaders of the National Syrian Party and whether the Americans had anything to do with it.  Also, the extent of Husni Al-Zaim’s government tight grip on this party and how involved the Lebanese armed forces are in its party membership.

It [the government] is attempting to gather highly detailed information about it, especially its members in custody.

Second – The activities of the permanent representative of the British foreign ministry in his trip to Arab countries.

Third – The role France had played with the US in the Syrian coup d’etat and the types of weapons it provided to the Syrians and the current Syrian military preparations.

Fourth – The reasons behind Husni Al-Zaim’s not supporting the candidacy of any challengers, even if nominally, for the Syrian Republic’s presidential elections.  The role the British are playing in this matter through Iraq and east Jordan.

Information sought by the Soviet Union regarding Lebanon and Syria.
