On the Situation of the Vietnamese Embassy's Nguyen Phu Report to Zhang Dake

 

To the Ministry of Foreign Affairs:

 

At 10:00 p.m. on March 4th, Nguyen Phu, an attache from the Vietnamese embassy, informed Zhang Dake of two confidential matters.  The Soviet First Vice-Minister of Foreign Affairs, Kuznetsov arranged a meeting with the Vietnamese ambassador at 7:15 p.m. at the Soviet Ministry of Foreign Affairs.  Because the participants in the anti-American rally were still gathered at the Vietnamese embassy at the time, the ambassador did not arrive until 8:00 p.m.  Kuznetsov first explained why the Soviets allowed America to bomb territory belonging to the Democratic People's Republic of Vietnam on March 5th.  Next, he told the ambassador that the Soviet authorities had agreed to allow an orderly rally; however this time the protesters threw rocks at the American embassy and attacked Soviet police with clubs.  He said that it was not a peaceful rally and such a thing will not be allowed again.

 

The Vietnamese ambassador expressed that the embassy had instructed students to maintain order in their protest, but things became heated during the rally when the students squeezed in with the police which created a few small conflicts.  This is something we could not have anticipated and therefore the Vietnamese embassy cannot take responsibility.

 

The Vietnamese students also neglected to report everything to the embassy.  Just recently a female student passed out in front of the embassy and had to be taken to the hospital.  There were several injured in the incident, and currently the Vietnamese embassy has not decided what position they will take on the matter.  They promise to inform us once they've decided.
