I am forwarding with this a report about the political and economic situation of the consular district of the USSR General Consulate in Tabriz for 1943.

 

The delay in compiling up the report was for the following reasons:

 

1. The former General Consul, Cde. Kuznetsov, in spite of the fact that he left Tabriz at the end of January 1944 did nothing to compile the report;

 

2. The Consulate workers were not informed of the need to compile [this report] until February 1944;

 

3. After receiving the Ambassador’s order, in view of the election campaign which had begun, we had no opportunity to begin compiling [the report] until May 1944. Thus, for example, from 15 February through 1 May the workers of the General Consulate held more than 300 meetings with local public and political figures in order to protect our interests in the elections, which excluded any possibility of working on the report.
