Letter from Kim Il Sung to Zhou Enlai

Comrade Zhou Enlai, Premier of the State Council of the People’s Republic of China

 

Dear Premier Zhou:

 

Your letter dated 15 November [1962] has been received.

 

We have a more specific understanding from this letter that, although the People’s Republic of China has made consistent and sincere efforts for the peaceful settlement of the Sino-Indian boundary issue, because of India’s deliberate obstruction, the issue has not been resolved yet and the situation in the border region has worsened.

 

In the interest of the Chinese and Indian peoples, the government of the People’s Republic of China seeks to peacefully resolve the Sino-Indian boundary issue on the basis of fairness and reasonableness. With unwavering determination, China had made sincere efforts with great patience over a long period. The government of the Democratic People’s Republic of Korea speaks highly of this.

 

On 21 November, the government of the People’s Republic of China offered to take the lead in a ceasefire and withdrawal of its army along the Sino-Indian border and is now doing this. Such actions show again that the government of the People’s Republic of China has always hoped to settle the Sino-Indian boundary dispute through peaceful means and has made all the necessary and sincere efforts. This is the fairest solution to this problem under the current circumstances.

 

The major measures taken by the government of the People’s Republic of China are not only completely in the interests of the Chinese and Indian people, but also make great contributions toward smashing the conspiracy of the imperialist countries to attempt to invade China by taking advantage of the Sino-Indian boundary dispute. Such measures also play an important role in safeguarding the peace of Asia and the world as a whole.

 

The government of the Democratic People’s Republic of Korea deems that the Indian government must accept the justifiable recommendations of the government of the People’s Republic of China and settle the boundary issue through peaceful means.

 

We deem that whether the Sino-Indian boundary issue can be solved in a peaceful and prompt manner all depends on the attitude of the Indian government.

 

We sincerely hope that the Indian government, in the spirit of the Bandung [Conference], responds without delay to the recommendations of the government of the People’s Republic of China, settles the Sino-Indian boundary issue through peaceful means, and builds the friendship between China and India.

 

The government of the Democratic People’s Republic of Korea will also continue to steadfastly support China’s justifiable stance in Sino-Indian issues and promises to make all possible efforts that are conducive to the peaceful settlement of the Sino-Indian boundary issue.
