According to information of zak. agent network[1] of the 42nd Border Detachment which arrived at the 5th Department of the District at 2000 4 December 1946, it has become known that on 4 or 5 December 1946 in the city of Ardebil’ there was to be held a conference of the heads of the Shahsavan tribes in the home of the governor.[2] An American subject, one Aleksandr Gorgarin [sic], together with the Iraqi consul, reportedly left the city of Tabriz to hold this conference. The latter have a great sum of money and intended to bribe the leaders of the Shahsavan tribes and promise them weapons.
The information requires confirmation.
An order has been given to the detachment to carefully recheck this information via the reliable zak. agent network.

[1] "zak." may be an abbreviation for “zakonnaya” (“legal”, consisting of Soviet nationals who are official representatives of their government in Iran) or perhaps “zakonservirovannaya” (“stored”, as in a dormant underground network of spies awaiting a signal for activation)
[2] The Shahsavan are a Turkic people living in the northeast part of Iranian Azerbaijan.
