I earnestly request you, using the visit to Baku of Cde. Atakishiyev, regarding all questions, inquiries, and requests accumulated in the NKGB, NKVD, [and] CC CP(b) of Azerbaijan, to present exhaustive proposals from each of you within two or three days regarding all documents which recently have come from Tehran [and] Tabriz from Cdes. Atakishiyev, Gasanov, Ibragimov, from leaders of the National Government, from Ashurov, military [leaders], et al. with such an estimate that we can quickly decide those questions which depend on us, such as: the selection of people, bringing the staff [apparat] up to full strength, helping with newsprint, etc.
Regarding questions which require the approval of the Narkomvneshtorg [People’s Commissariat of Foreign Trade] [and] the Narkomindel [People’s Commissariat of Foreign Affairs], prepare separate proposals and also draw up a short cover note with suitable proposals to higher authorities.
