告64年对越南开展工作的初步考虑

   

驻越使馆文化处:

   

杜参赞 来信询问1964年对越工作的重点,我们初步考虑如下目前:

   

1、1964年一司工作重点是加强对朝越南阿左派国家的工作。因越南处在和帝国主义的斗争前线,越文化工作正在积极开展,越南正在和苏联的渗透和施加压力作斗争,因此今年我们将更加注意对越南的文化合作。

   

2、扩大和加强与越南的文化合作,研究新的合作方式。(今年的合作规模)(画线),在对方同意的原则下,(应稍大于往年)(画线),搞一点作用较大的计划外项目。

   

3、实事求是,讲求实效。帮助和促进越南自力更生发展文化事业的方针。在不铺张和我力所能及的范围,如果越方主动提出文化资料、文化器材等援助性要求,可报回国内研究解决。

   

4、积极研究和了解对方长处,加强向越南的学习。

   

5、继续加强做人的工作,首先是左派的工作。因此要细心的全面做好对人的分析了解排队工作。目前,有计划有选择的在文化[第5页]领导人物中重点做些工作,具有重要意义。

   

6、积极推荐越南的剧本,文学作品等,供国内上演和翻译。

   

7、继续加强调研工作,狠抓突出的新的问题,及时报回国内,同时要有计划地专题和综合分析材料,这种材料一年不能太多,一季度有一篇就很好了。当然再多了也很好,量力而行。

   

8、注意总结宣传工作方面的经验,总结在宣传工作中与修正主义做斗争的经验。

   

最近一个时期,你处开展了工作,送回了一些材料,很好,望继续努力。

Preliminary Consideration on Policy to Vietnam (DRV) in the Year 1964

Cultural Liaison Office of the [Chinese] Embassy to Vietnam,

 

        Charge D’Affaires Du write to ask important points of policy to Vietnam and the following is our preliminary consideration:

 

1. The emphasis of the First Division of Foreign Ministry in 1964 was to strengthen efforts in leftist countries such as North Korea, DRV, and Albania. We will pay further attention to cultural cooperation with DRV for the following reasons: 1) DRV is located at the frontline of the battle against imperialism; 2) it launches cultural campaign progressively; 3) it is resisting penetration and pressure from the Soviet Union.

 

2. Enlarge and strengthen the cultural cooperation with DRV and explore new methods of cooperation. The scale of the cooperation, if endorsed by the counterpart, should be larger than previous years [underlined on original transcript]. We should launch some projects that are not on the original plan.

 

3. Be pragmatic and efficient. We should help Vietnam to be self-reliant on developing cultural industry. If the Vietnamese side raises any requests on Chinese assistance in cultural materials and equipment that is within our ability, please report back for solution.

 

4. Research into and get an understanding of advantages in Vietnamese cultural industry and learn from the Vietnamese.

 

5. Strengthen efforts on important individuals, especially the leftist. Please carefully analyze these people and set priority on your work. It is very meaningful at the moment to orderly and selectively do some works [means “to influence”, note added by the translator] among leaders in the cultural area.

 

6. Actively recommend Vietnamese drama script and literature works for showing in China and translating into Chinese.

 

7. Continue to strengthen investigation and research and report prominent new problems. At the same time please have a plan to write topical and comprehensive report. But do not write too much; keep it seasonal or a little more according to your ability.

 

8. Pay attention to summarize experience in propaganda, especially those on how to struggle with revisionism.

 

You have sent some very good materials recently. Keep working.
