No. 71

To: Minister Duk Shin Choi

From: The President

I am in receipt of your Report #44 and the attached (copies of letters from Rangoon, Ceylon and Karachi) for which I thank you.

I have noted that the new U.S. Ambassador to Vietnam, Eldridge Durbrow, called on you at our Legation. I am glad you told him about our situation here because the majority of people who come to the Far East know only the Japanese side of the story and it is very important to present our case in a fair and clear manner.

I have also noted the letters which you received from the countries you visited.

I wish you would give me a confidential report of the Vietnamese interpretation of the anti-American riot in Formosa. There are so many versions of the incident that I really do not know which one to believe. As it is most likely that the Vietnamese have a good intelligence system in Formosa I would like to have their interpretation of the story. Of course I do not expect you to go to the government authorities to get the information but find out from outside circles.
