HANOI

SOVIET AMBASSADOR

Visit cde. Ho Chi Minh and inform him of the contents of the discussion between cde. Yudin and cde. Bibrovski (information is sent to you on a separate telegram).

During the meeting, let cde. Ho Chi Minh know that, in light of Bibrovski’s information, it would apparently be expedient to take advantage of the situation in South Vietnam to strengthen the social forces there that are in favor of reuniting the country on a democratic foundation, maintain an anti-imperialist position and are in favor of national independence.  In connection with this, ask cde. Ho Chi Minh what additional measures would the Vietnamese friends think should be carried out and whether any type of assistance is needed on our part.

Tell cde. Ho Chi Minh that, since the Vietnamese friends have extensive experience in carrying out work in South Vietnam, we would like, if possible, to receive from them complete information on the situation in South Vietnam.  

Inform him that we are taking measures to publish in the press a number of articles that expose American activities in Vietnam, which, in breach of the Geneva accords, are directed at supporting the anti-people’s cliques and against patriotic and anti-imperialist forces in South Vietnam.

Tell cde. Ho Chi Minh that our ambassador to the PRC has received orders to inform cde. Zhou En-lai about the discussion between cde. Yudin and cde. Bibrovski.

Telegraph the results.
