To the Central Committee

Measures to implement the CC CPSU Secretariat decree of 19 July 1960 “Measures to Vigorously Counteract Hostile Radio Propaganda Directed at the Soviet Population”

In order to implement the CC CPSU Secretariat decree of 19 July 1960 the CC CP of Latvia has planned to carry out the following measures:

1. Beginning in October of this year the Committee for Radio and Television Broadcasting of the Latvian SSR Council of Ministers will broadcast varied information and music programs during the Voice of America broadcasts at 2030 and 2330.

2. Beginning on 15 November of this year it is planned to organize a center for tape recording foreign radio broadcasts in Latvian to use the acquired material in the counterpropaganda work of press and radio organizations; beginning in November 1960 the number of radio broadcasts for Latvians abroad will be increased to eight per month. It is planned to select letters from abroad received by the population which tell of the difficult life of workers in capitalist countries for use in the press, on the radio, and in speeches by agitators and lecturers.

The Committee for Radio and Television Broadcasting has been given the task of constantly improving the ideological and political level of counterpropaganda broadcasts; more clearly showing that Soviet Latvia is flourishing in the family of fraternal republics; more quickly using the stories of Soviet tourists who witness the difficult lives of workers in capitalist countries; making more regular use of the speeches of repatriates, re-emigrants, and foreign tourists who have pro-Soviet sentiments to denounce the militarists, revanchists, and the heads of reactionary Latvian exile groups; and also better handling of official material about international events.
