29. Concerning Xinjiang.

 

a) With the assistance of Ma Zhongying seek the departure for the USSR of the division commanders most hostile to the Xinjiang government, including Ma Hushan, Bai Jili [sic], and others, and also grant the request of the group of Ma-Sheng-Gui [sic] concerning a trip to Ma Zhongying and permit the return trip to Hotan [Hetian]. Also permit the departure from the USSR to Hotan of one or two Dungan commanders from Ma Zhongying's entourage. Coordinate the personal candidates of the NKVD with the NKID.

 

b) Without waiting for the conclusion of a peace between the 36th Division and the Xinjiang government consider it advisable to immediately start trade ties with the 36th Division. Charge the NKVT with coordinating specific measures to implement this decree with the NKID.

The Politburo orders the NKVD to seek, with the cooperation of Ma Zhongying, commander of the 36th Division of the National Revolutionary Army, the departure of the NRA division commanders most hostile to the Xinjiang government. The Politburo also instructs the NKVT and NKID to commence trade with the 36th Division immediately.
