[handwritten: from Minutes Nº 21 Politburo decisions from 27 September - 28 October 1940 point 343 is in classified storage from 26 October 1940] 343. - Concerning the exploration for and mining of tin in Xinjiang (USSR SNK and VKP(b) CC Decree) To develop the deposits of tin and the minerals associated with it on the territory of the Province of Xinjiang the USSR Council of People's Commissars and the VKP(b) Central Committee decree: 1. Approve the draft Agreement submitted by the USSR Narkomtsvetmet [People's Commissariat of Non-Ferrous Metals]. 2. Charge Narkomtsvetmet with concluding a concession agreement with the Provincial Government of Xinjiang for a period of 50 years for the right to explore, prospect, and exploit the deposits of tin and the minerals associated with it on the territory of Xinjiang. 3. Appoint a Directorate of Concessions for Exploration, Prospecting, and Exploitation of the Deposits of Tin in Xinjiang as follows: 1. Cde. Karpenko, Fedor Ageyevich, Chief of the Directorate. 2. Cde. Shibayev, Petr Andreyevich, Deputy Chief of the Directorate. 3. Cde. Shimanov, Konstantin Ivanovich, Chief Engineer 4. Cde. Lozhechkin, Mikhail Pavlovich, Chief Geologist. 4. Charge Cde. F. A. Karpenko with holding talks with the Provincial Government of Xinjiang and concluding an agreement with it about a concession with the participation of Cde. Ivan Nikolayevich Bakulin, the Consul General in Urumqi. 5. The Narkomtsvetmet is to submit a 1941 work plan for the concession for the approval of the USSR Council of People's Commissars and the VKP(b) CC no later than December 1940. 6. Upon the submission by the Narkomtsvetmet the Economic Council of the USSR SNK is to release all the necessary materials, equipment, and budget money for the 4th quarter of 1940.
