N o t e

On 9 September 1985 a meeting was arranged upon request by the Ambassador of the Republic of Iraq, Fawzi al-Bander, in the building of the embassy (Mr. [redacted] from the Iraqi Embassy served as interpreter].

Following instructions from the center [in Baghdad] the ambassador informed:

State organs responsible in Iraq would like to delegate 6 intelligence officers to the GDR in order to become familiar with the following subjects:

1. Methods to fight against subversive activities

2. Methods to provide security for important personalities and objects

3. Laboratory devices and equipment for criminal investigations and for “secret information” (the ambassador was unable to explain the term “secret information”, i.e. whether this may refer to secret ink, container technology, or cryptology)

4. Technology for controls, identifying handwritings, and evidence recovery

5. Methods of clandestine searches and most modern locking technology

6. Visits to research and training facilities of GDR intelligence services.

It is up to the Ministry of State Security to decide on date and length of a stay.

We told the Ambassador this information will be forwarded to Comrade Minister [for State Security Erich] Mielke. His decision will be transmitted in due time.
