HARRY S TRUMAN INDEPENDENCE, MISSOURI July 25, 1969 Dear Congressman Kastenmeier: In reply to your letter of July 11th, I wish to state categorically that I did not amend any Presidential Order in force regarding biological weapons, nor did I at any time give my approval to its use.
