Your telegram No. 59 dated 23 November and letter of 16 November

 

Six years ago we sent a circular to diplomatic missions and consular posts in India stating that our Government do not recognize the right of any Mission/Post to grant asylum to any person. That being so, we cannot claim or exercise any such right abroad.

 

You are well aware of our feelings and views about the overthrow of President Allende by the military junta. It may take a while before we can grant de jure recognition to the present regime.

 

We would like to continue de facto relations with Chile and hence would like you to be extra scrupulous in your actions so that no misunderstanding arises with the present government.
