The procedure adopted in transmitting a copy of the note to us is rather extraordinary. The UK Government could not have passed on a copy to us without the US Government’s knowledge or consent. At the same time, presumably the US government did not want specifically to recognize that we had any interest in Antarctica and in terms of paragraph 4 of the note considered themselves precluded from consulting the government of India. An advantage has therefore been taken of Commonwealth relationship to pass on a copy of the note to us through the UK government.
