REPORT MEMO

With Memo # 864 from 12 April of this year we reported that there are serious inadequacies in the construction of the Chernobyl atomic energy station, which are leading to the violation of standard technical processes in its construction.

Information is continuing to be received from agents and trusted individuals testifying to the deviation from technical standards by builders.

As was the case earlier, the cause of the defects is the unsatisfactory work of the rebar workshop. Rebar cages are frequently being installed in concrete blocks that are made of low-grade steel with poor quality welding. As a result of this the concrete blocks turn out to be only of second or third order and the rhythm of work in the concrete factory and other sectors is being interrupted.

There was a particularly bad situation that developed with the installation of waterproofing made from bitumen gum and bitumen on the concrete pad under the main building of the atomic energy station.

Bitumen that was laid as waterproofing over the slab of the machine room in block C over axes I8, 25, 29, 30, and 38 + 42 had a softening point of 45-60° when it was tested for “K” and “Sh”, while the projected softening point should not be lower than 80°.

The Design and Construction Administration is responsible for the production of waterproofing at Chernobyl (BRAIMAN is its director).

Despite multiple notices to BRAIMAN from the Commission on Work Inspection the waterproofing production was not improved.

At present the question of installation of a wall around the perimeter of the main building has not been resolved. The lack of a wall allows unknown persons unrestricted penetration of the construction site at the atomic energy station’s main building, which could lead to serious undesired consequences.

We are reporting the above for the information of the authorities.
