On a Request from the Leadership of the People’s Party of Iran

The First Secretary of the People’s Party of Iran (PPI) Central Committee Comrade A. Khavari made a request to the USSR for his reception for special study on questions of organizing illegal party work, including methods of creating illegal party cells, work with messengers, protecting the party from the subversive activity of Iranian special services, etc.
Taking into account the PPI’s new status as illegal in connection with its repression by the Iranian authorities, it would be suggested as expedient to approve the request from the PPI’s leadership and accept Comrade A. Khavari for special study in 1984 for a period of one month.

The reception and care of Comrade A. Khavari in the Soviet Union could be entrusted to the International Department and Affairs Administration of the CPSU Central Committee, and his study to the USSR Committee of State Security [i.e. KGB].

The Deputy Chair of the USSR Committee of State Security Comrade V.A. Kriuchkov is in agreement. Expenses for Comrade A. Khavari’s travel from Prague to Moscow and back could be paid from the Party budget, as well as his stay in Moscow, including expenses for personal needs up to 200 rubles.
A draft CPSU Central Committee Resolution is attached.
