On an answer to a message from the leadership of the Organization of Mujahadin of the Iranian People

 

A representative from the Organization of Mujahadin of the Iranian People (OMIP) who arrived in Moscow covertly, F. Olfat, gave a letter from the leader of OMIP, M. Rajavi (who lives abroad in Paris), addressed to M.S. Gorbachev.

 

The letter informs that at the present time OMIP is preparing armed uprising against the ruling regime of Khomeini in Iran, which according to the leadership of OMIP is experiencing an economic and socio-political crisis. M. Rajavi requests for the Soviet Union and CPSU to declare its solidarity with the "resistance movement of the Iranian people." A second request is the XXVII Congress of the CPSU to approve the plan put forward by OMIP to end the Iran-Iraq war.

 

F. Olfat brought two letters addressed to the CPSU Central Committee, containing the following requests:

 

1. To provide funds in the form of a loan for the preparation of an armed uprising in Iran against Khomeini's regime (the request is for a sum on the order of [Handwritten: "100 million"] dollars).

 

2. To provide cooperation to ensure OMIP members crossing the Iran-Soviet border because of repression by the Iranian authorities have the possibility of obtaining temporary refugee status in the Soviet Union, and then to leave and go to other countries.

 

F. Olfat orally communicated that:

 

1. M. Rajavi is planning to send an OMIP delegation to Moscow for discussions at the CPSU Central Committee.

 

2. M. Rajavi is inviting a ranking individual from the International Department of the CPSU Central Committee to come to Paris to participate in an unofficial exchange of ideas with him.

 

3. The leadership of OMIP requests contact with Soviet representatives twice a month in Baghdad (Iraq).

 

4. The Mujahadins request confirmation of approval from the Soviet side to cooperate in ensuring the safety of M. Rajavi in the event of an armed uprising in Iran, particularly for his departure from France, along with nine individuals to accompany him, with the assistance of ambassadors in France and other European countries.

 

5. The leadership of OMIP would like to know whether the Soviet Union is prepared to condemn the Khomeini regime's repression of the Mujahadins in print.

 

It would be expedient to give an oral response to M. Rajavi and the requests from the leadership of OMIP through the channels of the USSR Committee of State Security (USSR KGB).

 

A draft CPSU Central Committee Resolution is attached.

R. Ulianovskii, Deputy Chief of the International Department, reports the receipt of a request from M. Rajavi, leader of the Organization of Mujahadin of the Iranian People (OMIP). Rajavi requested a loan of $100 million to support an uprising in Iran against the regime of Ayatollah Ruholla Khomeini. Rajavi also invited representatives of the Central Committee of the CPSU to come to Paris to meet with him and participate in an "unofficial exchange of ideas."
