顾大使、蒋代表,我对南韩始终备极扶持,甚至不惜与苏联在议席上时生龃龉。乃我所提驻韩首任大使邵毓麟竟迟迟不予同意。其总统且于三月四日公开发表谈话称中国局面瞬息万变,在局面未澄清前过渡时期,允许中国新大使来韩,又谓刘驭万已以中国大使资格驻韩,今又提出邵毓麟,由韩国自两大使中选任其一,实为韩国计策。望语所称[X]特蔑视我国,且系有意歪曲事实,现已电。今刘代表回国述职,派使一节决暂搁置,即韩方同意邵君,我亦暂不派使。但上述经过望酌告韩代表,籍促其警惕。公超。
